The United Nations, an international organization, was established after a decision to the effect, was taken at the Yalta conference (February 1945), in the aftermath of the holocaust during the Second World War. The havocunleashed during the World War with the loss of thousands of human livesprompted the establishment of an organization at the global level with the objective of maintaining international peace and security. Representatives of fifty governments deliberated for two months (April 25 to June, 1945) at San Francisco regarding the plan for a post-war organization and a unanimous agreement was reached upon a charter for the creation of the United Nation Organization (UNO). The primary source of the UN charter was the ‘Dumber Oaks Proposals’ drafted by the four big powers, the USA, Britain, USSR and China at the Washington conference in 1944. The charter was signed by the representatives of 51 nations with Poland as the 51st member on June 26, 1945 and the UN formally came into existence on October 24, 1945.


One of the six principal organs of the United nations is the UN Security Council (UNSC). It is a small, continuous body and an ‘action agency’ akin to the executive organ of government, vested with the responsibility to tackle crisis situations. In general, it enjoys deliberative, executive, elective and regulatory powers. After 1990-91, in the post-cold war era, the council’s activities have four important dimensions namely tackling the new challenges within the parameters of the charter, launching peace keeping operations in matters of conflict, compelling the targeted parties to comply with the decisions of the council by instigating international sanctions andendorsing military action. Major decisions of the Security Council are taken through its resolutions. 

The UN Security Council is composed of five permanent members and ten non-permanent members. The permanent members include the US, UK, France, Russia and China, who have the power of absolute Veto over any resolution of the UN Security Council. The non-permanent members are elected for a two-year term with five members replaced every year. The ten non-permanent members for the year 2011 are India, South Africa, Columbia, Portugal, Germany, Bornia and Herzigovina, Brizil, Gabon, Lebanan and Nigeria. Any resolution would entail the affirmative votes of nine members for it to be considered as passed, provided it is not vetoed by any of the permanent members. Abstention, however, is not regarded as a veto. The power of veto does not extend to the procedural matters, thus it cannot be used to avoid discussion on any issue.
