From the table, we can say that since the sum is maximum for Bihar, the average is also maximum for Bihar.

Percentage of qualified candidates from Gujarat over those appeared from Gujarat in 2007 = 340/4100 * 100 = 8.3%
Percentage of qualified candidates from Gujarat over those appeared from Gujarat in 2008 = 300/3400 * 100 = 8.8%
Percentage of qualified candidates from Gujarat over those appeared from Gujarat in 2009 = 260/3250 * 100 = 8%
